  • The Chief Engineer must issue “Chief Engineer Standing Instructions” for the safe and efficient operation of the Engine Room, based on IMO guidelines and Company Standing Orders. These signed Standing Instructions must always be available in the Engine Room area and must be presented to all the newly embarked Engineer Officers who must read and sign the same in acknowledgement.
  • He will also provide for a “Chief Engineer’s Order Book” to be kept in the Engine Control Room which will be read, and the order signed by each Officer when he takes over the watch. This will contain additional written instructions to the Engineer Officers to supplement the Standing Instructions referred to earlier.
  • The watchkeeping hours mentioned in this document are guidelines. Considering the vessel specific operational constraints, CE may temporarily alter the watchkeeping hours to maintain safe and effective working environment, in consultation with the Master and the vessel management team.

Key Responsibilities

The engine department and the safety of the crew and machinery directly within his control.
  • Designated Environmental & Energy conservation Officer on board.
  • Observe, follow, and implement the company's policies which are contained within the company manuals and other official company instructions on all machinery related HSQEEn matters.
  • Assist in the continual improvement of the HSQEEn procedures, identify training needs.
  • Assist the office in maintaining the vessel’s budget.
  • The onboard discipline of all the engine department officers and crew and the appraisal of same.
  • The efficiency, maintenance and safe and secure operation of the engine room and the ship's machinery (inclusive of the Deck machinery and fixed firefighting systems)
  • Make a list of machinery for which each engineer shall be responsible for maintenance in consultation with the First assistant engineer. This list is to be kept in the Chief Engineer’s Standing Instructions file.
  • Appropriate entries in ORB Part 1 and other official documents.
  • The monitoring of performance of the main propulsion and auxiliary machinery.
  • Maintenance of BWTS and training of ER Officers for its Maintenance.
  • The accurate monitoring and control of the ship's fuel and lubricating oil consumption, and the status of fuel and lubricating oil bunker quantities.
  • In Charge of Bunkering of fuel & lubricating oils and other fluids as appropriate. The maintenance of the main propulsion, auxiliary machinery, cargo handling and deck machinery.
  • The compliance with statutory and classification survey requirements, with regard to machinery and relevant spaces.
  • Direct control of all ship's drawings, instruction books and spare parts inventory
  • The accurate entry of all operational machinery parameters by the watchkeepers and duty engineers in the engine room log.
  • The reporting of any accident or damage to the ship's machinery or technical plant.
  • The repair work planning and execution on board the ship.
  • Member of the Shipboard Management and Health, Safety & Environment Committees.
  • The safeguarding of the Owners' and Company's interests at all times.
  • The undertaking of any other duties or instruction as required by the company.

Skills, Knowledge and Expertise

  • The Chief Engineer (C/E) is to give the Master a complete and up to date report on all aspects of the ship technical condition and performance, informing him immediately which may affect the safe operation of the ship.
  • It should be noted that while the C/E is expected to use his expertise and experience to resolve any technical problems he is also required to report any problems, requiring external resources, to the Technical Superintendent who is responsible for providing back-up support.
